Fire Prevention Plans & Strategies - Waste and Resource Management Facilities - Virtual Training
Overview
This course is designed to assist those with a responsibility for fire prevention and mitigation at waste & recycling facilities, to promote their safe and sustainable operation. It has been developed to provide knowledge and understanding of fire prevention and mitigation at waste & recycling facilities.
This course will provide a holistic approach to fire prevention at waste and resource management facilities, including the application of fire strategies and safety cases to reduce the frequency and impact of fire. In addition, the course will provide information on the process to complete and submit the Environment Agency (EA) Fire Prevention Plan (FPP) in line with current Environment Agency guidance as well as the EA FPP objectives to reduce the environmental impact of fire.
The course will focus on waste and recycling facilities receiving, processing, and storing combustible waste materials, including:
- Household Waste Recycling Centres
- Waste Transfer Station
- Material Recover Facilities
- The storage and processing of waste materials including wood, paper, plastic, tyres, metals, and end of life vehicles

The course will support you in understanding how to effectively manage waste and recycling facilities, in order that the likelihood and impact of fire is reduced. If a fire does occur, this course shows how they can be dealt with efficiently to reduce risk of harm to human health, the environment, property damage and minimise business interruptions.
Provides attendees with a good understanding of the reasons for the implementation and the daily management of fire prevention principles at waste and recycling facilities, and importantly the associated control measures required to reduce the risk, frequency, and impact of fire.
The course is delivered through four interactive 4-hour sessions, with plenty of opportunities for delegates to become active participants in the knowledge acquisition process.
- Understand the principles of fire prevention and mitigation at waste resource management facilities
- Understand the legislation relevant to fire prevention and mitigation responsibilities within the waste and resource management industry
- Understand the regulatory framework, policies, and guidance relevant to fire prevention and mitigation at waste and resource management facilities
- Understand the fire hazards, risks and control measures associated with a waste and resource management environment
Session 1 provides:
Unit 1 – An overview of the legislation and guidance applicable to waste and resource management facilities, and specifically how this regulatory framework relates to fire prevention and mitigation.
Unit 2 – Introduction to the science of fire, and specifically the principles of heat, temperature, and combustion, self-heating, exothermic reactions, and contamination, including ignition and propagation of fire, relative to common waste and recycling materials.
Unit 3 – An overview of the common causes of fire in waste and recycling materials and specifically, the fire prevention and control measures required to minimise the risks from the common causes and mechanism of fire.
Session 2 explains:
Unit 4 – How passive fire protection measures such as stack size, separation, and subdivision, reduce the risk of fire propagation and, specifically how the material type influences the control measures required.
Unit 5 – How active fire protection measures detect and suppress fire, introducing the common technologies and their application to waste and recycling materials, exploring how they are often complimentary.
Session 3 explores:
Unit 6 – The links between environmental legislation and the supporting permitting regime, and these control measures support the delivery of the requirement to put in place fire prevention, and fire prevention and mitigation plans.
Unit 7 – How the permit requirement to put in place a written management system provides the foundation to a risk-based approach to the permitting regime and supports the development of fire prevention and fire prevention and mitigation plans.
Unit 8 – The requirements introduced by fire prevention and fire prevention and mitigation plans, and the specific areas mandated by these plans which often provide challenges to existing facilities.
Session 4 details:
Unit 9 – The process in completing fire prevention and fire prevention and mitigation plans, including the completion of the EA template, their submission, assessment, and schedule 5 responses.
Unit 10 – The approach to the inclusion of alternative measures within fire prevention and fire prevention and mitigation plans, and the supporting justification required to demonstrate compliance.
Unit 11 – The holistic approach to fire prevention at waste and resource management facilities, including the application of fire strategies and safety cases to reduce the frequency and impact of fire.
